The federal government awards hundreds of billions of dollars in grants to state and local governments each year. These grants help finance a broad range of services, including health care, education, social services, infrastructure, and public safety. But agencies must ensure effective management and oversight of these grants.

The relationship between new and existing programs can complicate a state and local government’s ability to:

  • Identify/design programs eligible for available funding
  • Develop competitive grant applications (where necessary)
  • Manage significantly more simultaneous projects than historical funding level allowed
  • Comply with Uniform Guidance and other applicable rules related to federal funds
  • Report as required by the federal granting agency

And with increased federal funding comes increased responsibilities. State and local governments can benefit from developing strategies to align the available funding to their most pressing priorities.

In an effort to help procurement professionals stay informed on the federal funding landscape, this upcoming session focuses on new guidelines that were released this summer by the Department of the Treasury and many other federal agencies. (This session discloses new information - not to be confused with the Federal Funds Headliner held in January 2022).

During this session, we’ll dissect the implications and ramifications of these federal funds. For example, ARPA is still firmly in place with new procurement guidelines, however, the Infrastructure Investment and Jobs Act (IIJA) which provides approximately $350 billion in Federal highway programs over a five-year period (fiscal years 2022 – 2026) may not be an option.  Add to this, understanding the Notice of Funding Opportunity (NOFO) with new compliance and reporting responsibilities for recipients. Not to mention, Build America/Buy America and Justice 40 and their new procurement guidelines. There’s so much to know and so much to comprehend. Needless to say, all public procurement professionals should plan on attending this session to learn more about the opportunities and guardrails placed around these funds.
